National Counter Terrorism Committee

The NCTC is Oman’s competent authority responsible for dealing with requirements related to Targeted Financial Sanctions (TFS). It is the body that oversees the implementation of TFS on a national level. As part of its TFS-related remit, the NCTC is the Omani point of contact for any TFS queries and it is also responsible for developing TFS-related guidelines and educating the general public on all TFS topics. Roles & Responsibilites

  • Supervise the National Counter-Terrorism Strategy and follow-up its implementation with the relevant authorities.
  • Examine and evaluate the terrorist threats and coordinate, accordingly, with the authorities concerned.
  • Follow-up and consider all subjects related to UN Security Council resolutions as well as other international treaties, conventions and laws relevant to combating terrorism and its financing, and prevention of WMD proliferation and financing.
  • Prepare regular assessment reports on terrorist threats at national and international levels.
  • Examine any subjects assigned by the the National Security Council.
  • Establish the procedures required to implement the UN Security Council Resolutions under Chapter VII of the UN Charter relating to:
    • Prevention and suppression of terrorism and its financing.
    • Prevention, suppression and disruption of proliferation of WMD and its financing
  • Coordinate with the relevant authorities regarding any information of criminal activities related to terrorism, its financing and combatting the proliferation of WMD and its financing.
  • Raise public awareness and educate private sector institutions on the implementation of the UN Security Council Resolutions.
  • Coordinate with the National Committee for Combating Money Laundering and Terrorism Financing on the implementation of national policies on combating terrorism and its financing, and the proliferation of WMD and its financing, in addition to the implementation of UN Security Council Resolutions.
